Usenet is hosted by companies dedicated to it, not individuals. So generally you can use an encrypted connection and max out your bandwidth.
It’s not just new stuff either.
I think it just depends what you’re after maybe. It’s rare I can’t find something, even older things - but if it does happen I have a friend who can grab it for me.
Otherwise, I have both a US and UK subscription as well as access to a 10+ year running private indexer so I rarely have issues with finding things or retention - I can use fully encrypted connections and I can cap my 5gbit fiber line.
Usenet retention can be an issue, I think some providers have a cut off of over 15 years though.
Admittedly its more popular now so likely to have more modern stuff yes.

I do not have access through the university and I’m not finding it on scihub yet either. Are there like, places where people can request academic titles or something? You can dm me if you want!
For academics journals, supposedly you can just ask the author for a copy, with a decent sucess rate. That’s probably significantly less likely to work for a whole book.
Being a new book, it could be a while before it becomes “available”. Someone has to be both interested in the topic enough to buy the book, and willing to upoad it somewhere. I’d say this could be your chance to contribute to the high seas, but academic books are expensive.
