When this happens to me as a tank, it’s usually for one of two reasons:
At points where I stop before hitting a wall because the healer is struggling to keep up with the amount of damage I’m taking.
I’m going slower because it’s my first time in a duty and I’m trying to get my bearings.
I don’t think either of those instances are good reasons for a dps to run ahead and pull, it’s just bad sportsmanship. If it’s genuinely my fault due to positioning or just screwing up my pull, that’s a different story.
Same thing for players who force battles to start while people are still in cutscenes. It’s rude and I don’t care if you don’t want to wait the extra 30 seconds or so.
IMO, if you can’t have a little patience for the people you’re playing with, go play a single player game instead.
