Kinda, but to be a democracy requires just a touch more. This might shock you, but declaring something does not make it true. You can’t just yell “Freedom”, “We are #1” and “This nation is a democracy”.

That’s not what a democracy is. North Korea has a lot of order and authority keeping things running as well for example.
Every form of government requires that.
