At MINIMUM he is incapacitated. There’s no way he wouldn’t have shot a video, made a statement, or snapped more pictures. Hes either got a tube down his neck, is mentally/physically handicapped someway, or dead. There’s no other option or excuse for the silence.

He may be in some kind rehab but the type of rehab is for something that has impaired his ability to act as senator.

…or he’s dead.

He should be removed.
