It’s called “reconnaissance-in-force”. Basically you scout by starting a low-cost battle.

Yup, this is a lithmus test. If people stay quiet, he gets to do the next thing and the next thing, etc.
When parenting, you’re always encouraged to cut off bad behavior before it gets worse. The same applies here.
