Even more simply, demand is drying up as people are getting squeezed from small wage gains and huge inflation. Pandemic definitely hit this too. The schools in my state have consistently scored about one grade level down for every cohort that was in school during 2020. That experiment in fully remote schooling (elementary through highschool) definitely failed - it’s as if they didn’t even go to school that year.

I spun up immich on my computer and it does basically everything you’re asking for. Its duplication detection is pretty good, but definitely tweak the parameters so you don’t get too many false positive matches.
