Unfortunately quarantine and observation isn’t effective as a testing strategy for animals, the disease can progress at different rates and it’s possible for infected animals to show no symptoms. As rabies can’t be treated after symptoms start showing, they can’t take the time to do this.
It’s important for their mental enrichment.
The main change was the chapter" riddles in the dark" - in the original printing Gollum willingly handed the ring over when Bilbo won the riddle contest. Feeling this for the last year or so. Graduated into a recession completely broke and unable to get a dev job, ended up doing admin with a side of dev work (as they found out I was “technically minded” - obviously without any extra pay) for the last 8 years to make ends meet. Quit my job in November of last year to do a coding bootcamp to update my knowledge and try again - learnt more in 4 months then I did in 3 years at university. Graduated into another recession and historic tech sector layoffs. Feels bad.

I think it would likely be used to add extra charges after the fact ie did you get caught? Then you must have also commited this crime on top of the others. Then again I might be ascribing logic where there is none.

This - wanted to add that it’s generally not a good idea to have radioactive elements not under under lock and key as they have a nasty habit of ending up in scrap yards and the like. Most nuclear accidents are from radiotherapy and x-ray machine sources not getting disposed of correctly and getting picked up by enterprising scrappers due to the high lead content of their housing.
Sadly the only way to know for sure is to test brain tissue, including in people, so there’s no way to be certain without killing the potentially infected animal/person.
There are a bunch of tests they can do for people that can potentially identify rabies (lumbar puncture, CT and MRI scans, skin biopsy, antibody test) but apparently it can still be easily missed even with all of these tests so they aren’t enough for an accurate diagnoses.
