There is no way to do this in bulk, quickly. I’ve spent 20+ years collecting and it’s still nowhere near “perfect”.
Use Picard, try your best to match the actual release.
Commercial VPN-providers IP-addresses are known, and easily identified by things like the amount of traffic coming from them.
A single user connecting from a residential IP’s indistinguishable from legitimate traffic.
Use a single router.
Set Conditional Forwarding to point to that single router.
