I can’t stress enough how mild the use of the holodeck was in the show, they had to tone it down for TV.
I mean, yeah. Quark and Odo constantly reference that Quark’s holosuites are primarily used for sexual programs.
Quark probably assumes the station’s command staff are weirdos for using his bang-boxes for playing baseball and flying Spitfires.
You know Starfleet crews on starships used them for that, too.
