    Literally a part of their game design. Neighboring empires are made to be opposed to your ideology picks, with a couple designed as allies.

    If you think about it it’s a fairly necessary addition to create player narratives beyond “and nothing happened because we were all chill.”

    Where is the Federation as an entertainment property without the Romulans and Borg?

    If you want that to happen you need to put the work in… Or get lucky, which does sometimes happen, because that’s also a narrative, just not one they think works every time.

      I guess but it just turns into “and then the space hippies murdered everyone” which isn’t much different from “and then the space racists mudered everyone”

        As the DLC added more and more you got more tools to resolve that but it’s certainly true that in the base game what it usually means is they attack you. Then depending on how pacifist your empire is you have the choice of either just defending yourself or liberating their planets of the space fascist scourge…

        Either way it’s a story being told, right?
