If you have $1 Billion, a $10,000 fine is like a $1 fine for someone who owns $100,000.
Or 10 cents for someone with $10,000.
Or at most 1 cent for most of the people he swindles.
The height of the fine is not the point. The point is that he has been fined for violation twice already. Three Strikes, anybody?
