EU foreign ministers met on Wednesday to discuss efforts to end Russia's war on Ukraine. "The focus should be on what kind of concessions we see from the Russian side," High Representative Kaja Kallas said.
The 28-point plan was a thinly veiled temporary ceasefire that would have left Ukraine de-armed and Russia free to re-arm and try again in a couple years.
