What if a homeowner was connected but only drew a few kilowatt∙hrs a month, and meet the rest of their electrical needs with solar?
The point is that the connection is not free. There is a base connection charge even if you don’t draw any power.
and that’s bad—I agree; but, FWIW, what if many opted for solar and batteries to draw off on off-hours?
