Seems like he has no hope of winning, and is running to restore his “reasonable moderate” reputation that took a hit when he latched onto Trump like a mating anglerfish.

Maybe he’s hoping for a spot in Haley’s cabinet? Or just as a power broker in the post-Trump GOP, if that ever happens.
