You mean the sanctions that happen because they refused to stop developing nuclear weapons? The nation that forbids its people from leaving? The one that invests more money into tracking and controlling its citizens then it spends on feeding them? Sure.
You know they have a relatively open border with China right? They just don’t let people leave into the southern almost dictatorship(their military is still subordinate to US pacific command)
Also if you had the US conducting the largest military exercise simulating an invasion on your border every year you’d want nuclear warheads too. Especially if they’ve previously killed 20 percent of Koreans total.

Btw the order to not have them outside of the DPRK comes from sanctions because of their nuclear program, not because the DPRK is forcing them back.

Except they don’t? Any North Koreans who cross the border to China get deported back to NK and punished with hard labor or death
