Was this a genuine screw up by Valeris, while she was trying to create a diversion and recruit conspirators to do the dirty work?
I’d say Burke and Samno planted the boots and Valeris was just playing along to distract the investigation long enough for the trail to go cold so Kirk and McCoy could be killed on Rurapenthe. Those 2 were just so inept to put the boot in the locker of someone whose foot wouldn’t fit.
I always took it to be that they didn’t want to implicate an innocent person.
But no evidence is given either way, so either possibility could be correct.
