Not a fan of it for advanced stuff but Gimp puts text on image admirably and fills all my cropping needs
Inkscape. One may insert images and bold text with outlines for memes.

I hate to break your heart but Paint.NET isn’t open source any more.
It’s good that I don’t use it anymore.
I’m not sure what you mean, but krita is open source and I don’t run windows, so no experience with paint NET
GIMP gets most of my needs covered. I’ve struggled to make good video memes with Kdenlive but it’s possible too.
