Them having thousands of artillery pieces aimed at Seoul worked just fine as a deterence without any nuke around. Big brother China also did help I guess.
Japan is also on the list of countries that don’t officially have nukes, but essentially just have to tighten some screws and they’ll have working nukes.
I think that any country that has nukes should not be asking for handouts.
