Email would be monumentally easy to offer. Setting up an email servers is easy AF, and if he wanted to, he could chuck any number of free web clients on it.

We always have to remember that e-mail is a decentralized protocol. If so many people use one e-mail provider then e-mail will be less of a decentralized protocol and can be monopolised. I will hate it.
Already is. I’ve even met a couple sites that only accepted GMail and Outlook addresses for sign-ups. And good luck making sure you don’t end up in spam with something else.
Or Tuta (formerly Tutanota) with my own domain. It’s neither that hard to set up nor expensive.

You can create Google accounts without phone number using any Android device. Perhaps even emulator would do.
Right, but then the account is inextricably tied to your Android device, no? Which is just as bad, if not worse imo.
But you can just use some old phone. Or perhaps emulator or something like Bliss OS installed on USB stick or in a VM.
But Google can and will probably link it with any device you log in on anyway. And after all, Android devices don’t have to be used just by one person either. So perhaps removing the account from the device is good enough.
